Im also experiencing same error messages from the same commands (both with and without specifying the domain).
A reply by @jsha here https://community.letsencrypt.org/t/accidentally-unsubscribed/14682/12 says that the crash actually happens after the email gets updated.
Older versions had a bug where the would crash out after receiving a successful response from the server, if the response included a change to the registration object.
Root cause: Issue, if I am not wrong, was with the disk space.
During one of the recent upgrades my disk space got full and 0% was available for upgrades.
The package system is broken - Check if you are using third party repositories.
If so disable them, since they are a common source of problems.
You will need to change your password with your bank to use characters other than these five special characters.
